.. at the end of barrel

Why is it always the case that the best we have invented always ends up in the barrel of gun? I dont just mean a gun in literal sense. I mean it in the sense of arms, why is it that the nuke bomb came before the nuclear power plant, the lazer guided weapons before the lazer eye surgery, the spy camera before the camera itself. We have all the more justifiable reasons as to why we do this. Yes ofcourse, man would put the best of what he knows into protect himself first and then capitalize on it but is it really that essential to put a country in front of another in a perpetually endless arms race that could only lead to disasters that will increase in size and might?
While some bigger nations force other smaller nations to disarm their nukes why dont the bigger one not make them in the first place? Yes and one may say that the axis went against the allies, but who cut of their oil supplies of in the first place? All these unrelated yet relavent chain of events cause people to spend more time defending a truth or lie in order to keep their integrity intact. Why does the exo-skeleton first have to be apart of the improvement on the million dollar marine corps than a break through to help the disabled?
I’ll never surely have all the answers to this but sure hope it raises a question or two when we vote and think about the future of what priorities we put ahead in our lives first.
